Interpretation reflects the legislative intent of the law(Priscilla Leung)

Hong Kong Special Administrative Region Chief Executive John Lee Ka-chiu requested an interpretation of the National Security Law for Hong Kong (NSL) from the Standing Committee of the National People’s Congress (NPCSC) over a legal matter arising from whether Timothy Owen, a British barrister who is not qualified to practice law in Hong Kong, may act as counsel for Jimmy Lai Chee-ying in a case involving points of national security. The NPCSC after hearing a report from Xia Baolong, director of the Hong Kong and Macao Affairs Office of the State Council, promulgated an interpretation on Dec 30, 2022, over the matter.

BPA Sham Shui Po Office Opens today

The establishment of the Sham Shui Po Office signifies a new chapter in the development of the BPA’s community work in Kowloon.

The Business and Professionals Alliance (BPA) expanded its presence and reach to Kowloon with the official opening of an office in Sham Shui Po today (March 29). The BPA’s other offices currently include the Hong Kong Island headquarters, New Territories East Branch and New Territories West Branch. Dr Ko Wing-man, Secretary for Food and Health, Mr Wong Kam-sing, Secretary for the Environment, Mr He Jing, Kowloon Director of the Liaison Office of the Central People’s Government in the HKSAR, Mr Edward Yau Tang-wah, Director of the Chief Executive’s Office, and other guests attended a roast pig carving ceremony to celebrate the opening ceremony.

Question – Assisting owners and occupiers of “three-nil buildings” in complying with Fire Safety Directions (Priscilla Leung)

The Fire Safety (Buildings) Ordinance stipulates that the fire safety of composite and domestic buildings constructed on or before March 1, 1987 must be enhanced to better meet the requirements of the day. The Fire Services Department and the Buildings Department issue Fire Safety Directions (Directions) to owners and/or occupiers with regard to fire service installations and fire safety constructions in those buildings, with a view to enhancing the basic fire protection measures in those buildings.Quite a number of owners and residents of old buildings in Mong Kok (including Fa Yuen Street) have relayed to me that they have recently received one after another the Directions issued by the authorities.

The Spring Dinner of the Business and Professionals Alliance for Hong Kong (BPA) was held today (6 March) in Beijing. More than 100 guests attended the dinner, including Mr. CY Leung, Chief Executive, Mr. Qiao Xiaoyang, Chairman of National People’s Congress (NPC) Law Committee, Mr. Yang Chonghui, Chairman of the CPPCC Subcommittee for Hong Kong, Macao and Taiwan Compatriots and Overseas Chinese, Mr. Lu Xinhua, spokesman of the second session of the 12th Chinese People’s Political Consultative Conference (CPPCC) National Committee, Ms Yin Xiaojing, Deputy Director of the Liaison Office of the Central People’s Government in the HKSAR, Mr Zhang Rongshun, Chairperson of the Basic Law Committee, as well as NPC Deputies and CPPCC members and other HKSAR government officials.

BPA’s response to the 2014/2015 Budget: Pragmatic and Forward-Looking

BPA endorses the Budget for being pragmatic and forward-looking, which will eventually enhance Hong Kong’s competitiveness.

The Financial Secretary, Mr. John Tsang, in his Budget today highlighted for the first time the potential structural deficit. He also proposed a series of initiatives to strengthen Hong Kong’s competitiveness in several sectors. BPA endorses the Budget for being pragmatic and forward-looking, which will eventually enhance our competitiveness. The Budget aligns with BPA’s theme of the year – ‘Creativity and Upward Mobility-Brightening Hong Kong’s Future.’

Press Release on a BPA Delegation to Guangdong

The Business and Professionals Alliance for Hong Kong (BPA) today (27 January) organised a delegation to Guangdong. The objectives of the visit were to exchange views on issues of common interests through meetings with various Guangdong officials, and to deepen cross-border cooperation for the mutual benefit of the SAR and the Province. Mr Peter Lam, head of the delegation and BPA Council Chairman, welcomed joint efforts by Guangdong and Hong Kong to promote economic development and pointed out that “economic integration”, “fostering development” and “promoting stability” were the current priorities for Hong Kong, as well as the BPA.

Question – Impact of shortening of requirement of residence in Hong Kong for Comprehensive Social Security Assistance Scheme (Priscilla Leung)

The Court of Final Appeal (CFA) has earlier handed down its judgment on an appeal case, declaring that the requirement of seven-year residence in Hong Kong (residence requirement) stipulated by the Government for the Comprehensive Social Security Assistance (CSSA) Scheme was unconstitutional. As a result, the residence requirement must be restored to one year, i.e. the requirement before January 1, 2004…
