Question – Assisting owners and occupiers of “three-nil buildings” in complying with Fire Safety Directions (Priscilla Leung)

The Fire Safety (Buildings) Ordinance stipulates that the fire safety of composite and domestic buildings constructed on or before March 1, 1987 must be enhanced to better meet the requirements of the day. The Fire Services Department and the Buildings Department issue Fire Safety Directions (Directions) to owners and/or occupiers with regard to fire service installations and fire safety constructions in those buildings, with a view to enhancing the basic fire protection measures in those buildings.Quite a number of owners and residents of old buildings in Mong Kok (including Fa Yuen Street) have relayed to me that they have recently received one after another the Directions issued by the authorities.

Question – Disruption of railway services (Lau Wong-fat)

It has been reported that train services were disrupted for several times last year due to malfunctioning, and quite a number of passengers were late for school or work due to delay in their journeys. Recently, such failure incidents have occurred more frequently. BPA Spring Dinner in Beijing

The Spring Dinner of the Business and Professionals Alliance for Hong Kong (BPA) was held today (6 March) in Beijing. More than 100 guests attended the dinner, including Mr. CY Leung, Chief Executive, Mr. Qiao Xiaoyang, Chairman of National People’s Congress (NPC) Law Committee, Mr. Yang Chonghui, Chairman of the CPPCC Subcommittee for Hong Kong, Macao and Taiwan Compatriots and Overseas Chinese, Mr. Lu Xinhua, spokesman of the second session of the 12th Chinese People’s Political Consultative Conference (CPPCC) National Committee, Ms Yin Xiaojing, Deputy Director of the Liaison Office of the Central People’s Government in the HKSAR, Mr Zhang Rongshun, Chairperson of the Basic Law Committee, as well as NPC Deputies and CPPCC members and other HKSAR government officials.

BPA’s Proposals in the CPPCC Session

In this year’s Chinese People’s Political Consultative Conference (CPPCC) session, four members of Business and Professionals Alliance (BPA) for Hong Kong raised a total of six proposals. Some of them are concerned with youth development, including the promotion of social mobility among youth, establishment of a unified academic accreditation authorities, as well as facilitating the tax system and policies for Hong Kong people who work in the three Special Economic Zones (namely Hengqin, Qianhai and Nansha) in China.

BPA’s response to the 2014/2015 Budget: Pragmatic and Forward-Looking

BPA endorses the Budget for being pragmatic and forward-looking, which will eventually enhance Hong Kong’s competitiveness.

The Financial Secretary, Mr. John Tsang, in his Budget today highlighted for the first time the potential structural deficit. He also proposed a series of initiatives to strengthen Hong Kong’s competitiveness in several sectors. BPA endorses the Budget for being pragmatic and forward-looking, which will eventually enhance our competitiveness. The Budget aligns with BPA’s theme of the year – ‘Creativity and Upward Mobility-Brightening Hong Kong’s Future.’

Statement: BPA Strongly Condemned Brutal Attack on Mr Kevin Lau

Mr Kevin Lau, former Chief Editor of Mingpao, was brutally attacked and severely injured this morning. The Business and Professionals Alliance for Hong Kong (BPA) expressed its outrage at the attack and strongly condemned the violence. Such violent act should not be tolerated in Hong Kong, a society respecting rule-of-law. BPA calls for the greater effort from the Government and the Police Force to handle the case and apprehend the guilty soon for the sake of justice.

Question – Quality of sub-degree programme graduates (Abraham Shek)

It has been reported that according to the Survey on Opinions of Employers on Major Aspects of Performance of Sub-degree Graduates in Year 2010 released recently by the Education Bureau, the score for the overall performance of those graduates as assessed by employers has hit a record low among the same surveys over the past decade. Question – Manpower shortage of the construction industry (Abraham Shek)

Some members of the construction industry have pointed out that the Construction Industry Council (CIC) received an annual income of several hundred million dollars, including levies and government funding, in each of the past few years, but the programmes offered by CIC only train students to become semi-skilled workers, without training up a sufficient number of semi-skilled workers for the job types with keen manpower demand.

BPA Response to Government Sanctions against the Philippines

The HKSAR Government announced today that it would implement the first phase of sanctions against the Philippines over the 2010 hostage-taking incident. The Business and Professionals Alliance for Hong Kong (BPA) welcomes the move as a show of Hong Kong society’s resolve and solidarity with the victims and their relatives in their fight for justice.

Press Release on a BPA Delegation to Guangdong

The Business and Professionals Alliance for Hong Kong (BPA) today (27 January) organised a delegation to Guangdong. The objectives of the visit were to exchange views on issues of common interests through meetings with various Guangdong officials, and to deepen cross-border cooperation for the mutual benefit of the SAR and the Province. Mr Peter Lam, head of the delegation and BPA Council Chairman, welcomed joint efforts by Guangdong and Hong Kong to promote economic development and pointed out that “economic integration”, “fostering development” and “promoting stability” were the current priorities for Hong Kong, as well as the BPA.
